Carbon is 2.6 and oxygen is 3.5–3.6.

# 3.6- 2.6 = 1.0# a polar covalent bond

Oxygen is 3.6 and fluorine is 4.0.

# 4.0- 3.6 = 0.4 # a slightly polar covalent bond

Keep in mind that oxygen acts as an oxidizer in the C-O and takes on a negative charge.

Take note that oxygen acts as a reducer in the F-O and turns positive when in charge.
