As we go across a period we increase nuclear charge. What should be the result for electron-nucleus attraction?

The ability of an atom in a chemical bond to polarize electron density toward itself is known as electronegativity. Nuclear charge is undoubtedly the main influencing factor, and the halogens on the right half of the periodic table are, in fact, the elements that are most electronegative.

Thus, electronegativity rose over time but fell within a group. Why?

Electronegativity increases across a period because the effective nuclear charge, or the positive charge felt by the valence electrons, increases as the number of protons in the nucleus increases across the period. This stronger attraction between the nucleus and the valence electrons results in higher electronegativity values.
