It is actually very difficult for trees to become permanent settlers in grasslands biomes because grass grows and reproduces so quickly during the growing season; in fact, grass really only needs a single streak of rain to sprout, grow, and reproduce.

Since most of the year in a grassland is a barren desert for them, trees require consistent watering for long periods of time before they even produce seeds, which hardly ever germinate and even fewer of them survive to grow at all.
