The election of 1860 gave him a mandate to govern, and to seek accommodation with the Southern governing class. By 1864 his election victory and the victorious prosecution of the war against illegal secession by the slaveocracy gave him a mandate to restore the Union by any means necessary. I'd have to go back in time 154 years and read his mind to say what mandate he thought he had, however.
