Homogeneous mixtures or solutions are one phase of matter, and heterogeneous mixtures can be composed of multiple phases of matter or parts.

Salt water is a homogeneous mixture because the sodium chloride completely dissolves in the solution.

Oil and water would not be a homogeneous mixture because the oil and water would settle and form two distinct parts. We would call this an emulsion, (which is a suspension of two liquids that do not normally mix together).
