The majority of an atom's mass is made up of these particles collectively.

It would have made more sense to designate the electronic charge as POSITIVE and the nuclear charge as NEGATIVE, but we are stuck with the original designation now. Protons are classified as nuclear particles that possess a positive electronic charge, and electrons as extra-nuclear particles of negative electronic charge. This designation is only historical in nature. The point is that they have OPPOSITE electronic charge.

Protons and neutrons contained within the nucleus participate in the strong nuclear force at very short nuclear ranges, which is strong enough at this range to overcome the electrostatic force of attraction between LIKE charges.
