- Madison blamed the English for angering the Indians that attacked frontier settlements.
The British also violated the right to neutrality with regard to US ships by interfering with US shipping, harassing US ships on a regular basis, and impressing (coercing) Americans into serving in their navy in spite of multiple diplomatic protests.
The British continued to maintain forts on the US Northwest and had a long history of arming the Indians against US settlers; Madison blamed the Brits for inciting the Indians to attack frontier settlements.
Madison needed a means of announcing American rights in order to demonstrate the success of American nationhood at the time. If the US was unable to defend itself, the republic would essentially be viewed as a shame and a great embarrassment. Madison saw the war that lay ahead as a test for the republic.
