Deflect public attention from domestic issues by initiating an aggressive war against neighboring nations under the pretext of forging a greater nation; defend the rightness of this aggression by citing historical injustices; Germany, having been defeated in World War I, felt degraded by the peace treaty; Serbia, having lost territory in the breakup of Yugoslavia, felt obligated to settle old scores with its neighbors; both nations felt damaged and humiliated, and their respective dictators exploited these feelings to inflame public ire and fervor.
  1. Both dictators pursued policies of persecuting minorities: Hitler against the Jews, and Milosevic against Bosnians, Croats, and Kosovars. Although neither dictator actively participated in the killings or deportations, they both encouraged this kind of violence; the actions of Milosevic's followers could be interpreted as an act of "Ethnic Cleansing," which aims to remove native inhabitants from occupied territories who might oppose the occupation in the short or long term, while Hitler's persecution of the Jews is much harder to explain and can be interpreted as an act of paranoia or retaliation against a minority without a clear territorial gain or military objective.
