I am no expert, but over tillage would be similar to a process where you start to build a game like Jenga, but keep knocking it over before it's finished.

Like many other things, soil requires time to regenerate and restore its rich ingredients. Entire ecosystems exist beneath the surface, which can benefit the soil for the plants you plan to grow. The main issue is that if you keep tilling the land, it will never have time to settle, but I'm not an expert in this area either.
