Even figuring out "facts" is a challenging, never-ending process that involves a lot of mistakes. However, the idea behind the "Scientific Method" is to ALWAYS ask questions and seek out supporting evidence, even when you believe you "know" the answers!

Therefore, yes, we would like a consistent account of our universe, including any inferences about its past, based on observation and theories of how those observations adhere to certain "rules". Of course, you have already made the HUGE assumption that "the universe" is "well-ordered" from the start, without providing any concrete evidence!
