There are really only two alternatives, as we cannot move global weather systems.
The first is increasing the amount of water extracted from the aquifers (a bad idea because water is a finite resource) or using water more wisely (a good idea). In our economic system, water is unfortunately considered "free" until it is treated by a water company, which is unsustainable in the short term.
Since bacteria and other particulates are simply too big to fit through the "mesh" of carbon atoms, graphene may be able to help with this issue. Eventually, we may be able to create closed water systems based on this technology.
