In theory yes they could, practically speaking maybe not. One of the basic ideas of the League of Nations was Collective Security. The flaws in the system were shown over time.

The League could, in principle, take action against an aggressor; however, due to its constitution, decisions had to be made unanimously, meaning that a no vote amounted to a veto. Additionally, the League relied on the Great Powers to provide the armed forces necessary to carry out its decisions; if they refused to do so, regardless of their obligations under treaties, then nothing would happen.
